King Salman has ordered to release all Saudi and expatriate prisoners who have completed their imprisonment term but they are still in Jail for not paying the imposed fine of up to SR 500,000. However, this Ramadan pardon is not applicable to those who are involved in the following crimes.

The sources claim that the annual pardon which is declared in the Holy month of Ramadan shall not cover 29 categories of crime. This has been stated in the principles and directives for annual pardon. Here is the list of crimes that are not covered under the Ramadan pardon:

Threat or danger to state security

Incitement impacting national cohesion

Murder

Black magic

Sorcery

Human trafficking

Blasphemy

Desecration of the Holy Qur’an

Torturing children

Violence against people with special needs

Cheating

Cover-up (tasattur)

Money laundering

Illicit real estate investments

Sheltering people wanted for security offenses

Arms smuggling

Assault on govt officials or staff, doctors, nurses and paramedics

Financial corruption

Forging of title deeds

Documents and rubber stamps

Bribery

Forging currencies

Obtaining Saudi citizenship through illegal means,

Military crimes when in uniform

Publishing secret documents and information,

Stock market crimes

Cases involving Ruqya offenses (offenses concerning treatment by the recitation of verses of the Holy Qur’an) and those falsely claiming to be Ruqaat, disclosing openly one’s intention to commit sins

Conning and deception

Issuing void checks

Those crimes on which the verdict was given as they have crossed the Hudood “limits posed by Allah” shall not be covered under Ramadan pardon.

I believe that it is a very good step taken by the Saudi Government. People who have spent their jail term but unable to pay fines do not need to be behind the bars. In this way, thousands of Saudis and expatriates would be able to spend Eid with their loved ones.
